Guidelines for Property Owners / Developers / Construction Teams for Construction Projects in Escaleras

Construction Fees

Impact Fee

One-time impact fee to cover the wear-and-tear of roads during construction. 

$5 per square meter 

(Square meters as shown on project plan)

Should be paid at the beginning of project. 

Example: 200 square meters = $1000

Damage Deposit

A damage deposit equal to half the Impact fee should be paid into a road Escrow account at the beginning of the project.  This is used to pay for any specific damage done to the roads during construction.  If damage occurs, the damage will be assessed and communicated and agreed between the parties and paid for out of the escrow account.  The project will replenish any funds used.  Any money remaining in escrow at end of project will be refunded. 

Example:  200 square meters = $500 in escrow throughout project. 

Construction Guidelines

  • Use only standard weight trucks.

  • Do not bring heavy trucks up when the roads are wet or soft.  Either bring the heavy loads up during dry times or delay the loads. 

  • Plan  and communicate about any work that is going to hinder traffic for more than 10 minutes

  • Plan and communicate about any high-volume construction traffic day

  • Uses cones/signs or individuals to direct traffic when traffic flow could be impacted

  • Ensure that the water drainage along the public roads is not harmed or blocked during construction

  • Be sure you have a place to stage and a place to dispose of cement wash-out and building debris so that the roads are not blocked and no cement flows into the jungle.

  • Adhere to normal working hours for Costa Rica, observing one day off a week, holidays, etc. 

The Asociación Vecinos de Escaleras was formed to continue the focus on maintaining and improving the Escaleras roads.  An association is required to gain support from the government. Another benefit of having an association is having cooperation and collaboration with development projects.  

For any project that has been approved by the government, we want to establish guidelines and collect contributions that will help us maintain the quality of our roads.  

(Acquarello) and the engineering company that is beginning their project below Bar Jolly Roger, has put in writing their agreement to work with the association to follow construction guidelines and support the roads with contributions.   The adjoining document is to inform the community of that.
