Guidelines for Property Owners / Developers / Construction Teams for Construction Projects in Escaleras

Construction Fees
New or Remodel

Impact Fee
General impact during construction

One-time impact fee to cover the wear-and-tear of roads during construction. 

$10 per square meter 

(Square meters as shown on building permit)

Should be paid at the beginning of project (earth is being moved).  If you don't have a permit you should not be starting construction.

Example: 200 square meters is 2153 square feet = $1000

Damage Fees
Damage done during construction

Specific damage sometimes occurs in the course of a project due to things like natural disasters, unexpected rainy or wet conditions , or accidents.  done to the roads during construction. 

 

If damage occurs, the damage will be assessed and communicated.  The owner or contractor must pay for the specific damage done. 

The repairs may be done by the contractor but only with approval and agreement. 

Fee increased based on history of previous years and under-estimated building permits.

Construction Guidelines

  • Use only standard weight trucks.

  • Do not bring heavy trucks up when the roads are wet or soft.  Either bring the heavy loads up during dry times or delay the loads. 

  • Plan  and communicate about any work that is going to hinder traffic for more than 10 minutes

  • Plan and communicate about any high-volume construction traffic day

  • Uses cones/signs or individuals to direct traffic when traffic flow could be impacted

  • Ensure that the water drainage along the public roads is not harmed or blocked during construction

  • Be sure you have a place to stage and a place to dispose of cement wash-out and building debris so that the roads are not blocked and no cement flows into the jungle.

  • Adhere to normal working hours for Costa Rica, observing one day off a week, holidays, etc. 

  • Be sure you have proper building permits in place before start.
